Discuss both views and give your opinion.

Give reasons for your answer and include any relevant examples from your own knowledge or experience.

Write at least 250 words.

题目大意：一些人认为自己有权利按照自己的需求使用任何量的水，而另一些人认为政府应该严格控制水的使用因为它是一种有限的资源。讨论双方观点给出你的看法。

本题是一个讨论双方的题目，探讨的是个人权利与政府管控在用水方面的体现。

在论点方面，认为有自由使用任何量的水的一方可以提到目前消费者付费用水，那么与其他商品一样，只要有需求和有经济条件，就可以大量使用水。与此同时，现代生活高度依赖用水，因此严格控制水的消耗可能会造成大量不便和不满。

对于应该严格控制一方，可以想到水资源的宝贵性，从长远角度，或是从整个自然和地球的角度进行思考。从人类自身角度也可以想到，如果不进行截止，许多行业的用水都会受到影响，造成更大的危害。

【写作思路】

开头段：转述题目，说明立场，支持政府控制用水消费。

主体第一段：说明有权利用水一方的论点。

主体第二段：说明政府控制用水量一方的论点。

结尾段：回顾双方，重申立场。

【参考范文】

People have differing opinions about water consumption and conservation. While some people claim it should not be restricted, I agree with imposing regulations on how much water we can use.

The primary argument in favor of the freedom of using water is that water, as a natural resource and the public good, becomes a commercial product after purification and transportation. It means as long as people have the need and their financial condition allows, they can purchase any amount of water like other commodities. Additionally, life quality is now highly dependent on using water to, for example, do the laundry, take baths, wash cars and fill up swimming pools. Thus, a mandatory reduction of residential water usage may trigger inconvenience in daily life and even dissatisfaction among the public.

However, I believe governments limiting water consumption does not infringe on individuals’ rights but is rather imperative. Water is such a finite and invaluable resource that humans should not squander it because only a minimal percentage of water on earth is freshwater, an even smaller portion of which is suitable for drinking. With the growing population as well as climate change, the water shortage has already been acute in many parts of the world. If the control over water consumption were absent, there would not be sufficient water for farming, industry, businesses, and communities in the near future, incurring greater harm to both individuals and societies. It thus only makes sense that we must preserve this precious resource.

In conclusion, although some people may be reluctant to consume less water to maintain the modern lifestyle, I believe people should be responsible and sensible, bearing the collective interest and the long-term benefit in mind. Therefore, I support authorities taking control over water usage.
